As both my Under-Secretaries have been overseas it falls to me to confirm the invitation to attend a meeting in the India Office Council Chamber in the FCO at 3 pm on Thursday 2 April to consider the follow-up to the State Visit to China last October. The meeting will be chaired by David Gillmore, DUSS here in the FCO.

This meeting is the first of those envisaged under the new procedure agreed inter-departmentally for a systematic lock at how best to take advantage of the impetus created by major Royal Visits overseas. The main purpose of the new system is to ensure that the maximum practical commercial and political advantage is drawn from the visit in the light of the Post's formal Despatch on the visit and recommendat-

An earlier draft of the paper was circulated to Departments and we have revised it in the light of the wide range of comments that we received. We have not, however, been able to include all of them and the paper does not therefore
It is our hope that the meeting represent agreed conclusions. will be less concerned with going over the detail of the paper than with a broad analysis of the strategic direction in which we should all be going, together with a view to pinpointing those areas where we agree on the need for action, change or increased efforts. The paper itself can be revised after the meeting in the light of the discussion, if it is still needed.
We hope that looking at policy towards China at this juncture will be particularly timely in view of the forthcoming
