CS welcomed the paper as a very useful and interesting

Hong Kong's manufacturing industry? Certainly Hong Kong
had more to lose than China. CS agreed that the paper
trod a tightrope.
DS(ES)2 said that the paper drew together various earlier discussions and attempted to look forward a little. Regional links were especially strong and seemed likely to develop further. While there was no economic model which
clearly described Hong Kong's relationship with China, it
was evident that the key to Hong Kong's position was the relationship with Guangdong. The strength of Hong Kong's
