On 21 January the State Council announced its decision to establis the Media and Publications Administration of the People's Republic of China. It will be directly responsible to the State Council and will be responsible for the management of the press and publication work

(the Chinese word translated as "media" in its title is xinwen which implies that its functions are limited to printed matter and do not cover other media such as the television or radio). The main function of the Administration will be:

drafting law and regulation on the press and publishing and organising their implementation after they have been promulgated;

drawing up the direction and policies for the management of press and publishing, and carrying out examinations of the press;

deciding on and implementing development plans for the press and publishing, and giving approval for the establishment of new book publishing ventures, news- papers and periodicals;

in conjunction with the relevant departments, managing the market in books, newspapers and periodicals, and stopping illegal publishing activities;

managing the printing of books, papers and periodicals and the national supplies for them, and managing the distribution of books;

managing foreign exchanges, trade and co-operation in the press and publishing fields.

Following the Administration's establishment the State Publishing Bureau will be dissolved, but the State Copyright Bureau will not be affected. The various provinces are enjoined to tighten up their work in these fields. It is left up to their own decision just what organisational and personnel arrangements to make.
