Explanatory Memorandum

The purpose of this Bill is to change the name "Unofficial Members" of the Executive and Legislative Councils referred to in various Ordinances to "Members, other than ex officio Members or Official Mem- bers” or to “Members, other than Official Members" respectively.

2. The changes in terminology are consequential to the renaming of “UMELCO” (Unofficial Members of the Executive and Legislative Coun- cils) to "OMELCO” (Office of Members of the Executive and Legislative Councils).

3. The Bill has no public finance or Public Service staffing im- plications.
