The routine Control should be manned on a 16-hour basis of two eight hour shifts, eg. 7 am to 3 pm and 3 pm to 11 pm. The early part of each day's activity would be predominantly control orientated, the latter part would entail the planning of the following day's journeys.

10.7

An Ambulance Officer will be required on duty over this period, 5 days per week for each of the three regions. This will require approximately 8 Ambulance Officers and one Senior Ambulance Officer with overall responsibility for this Control. Two Senior Ambulancemen will also be required on duty through the same period for each division to man the console, telephone and assist in planning, ie. approximately 15 men. This does not imply any reductions in manning on the ambulance consoles at FSCC, where the control personnel will remain stretched in the day shift after the removal of routine calls a separate control.

To ensure smooth liaison with hospital staff and to implement the recommendations in this report with regard

to hospital co-operation, it is recommended that the post of Hospital Controller is upgraded to an officer post. These officers will work in close contact with the routine Control, and to 15 further Ambulance Officers will be required for this duty. The title of Ambulance Liaison Officer may be preferable to Hospital Controller.

The functions of Hospital Controllers should be Co- ordinated with those of the routine Control and through the relationships developed with Medical and Health Department, these functions should have an impact on the planning of future services. An additional Superintendent post, to whom Hospital Controllers and the SAO responsible for the routine Control would report, should be considered, holding responsibility for the routine Control, liaison with hospitals and related planning activites. This post would be based at Headquarters.

10.10 Thus approximately 23 further Ambulance Officers will required (eight for the Routine Control and fifteen as Hospital Controllers) in addition to the 70 operational Ambulance Officers as indicated in Section 8 of the report, above.

10.11

Modifications to the ambulance journey record are also suggested in Section 7.17 of the Report on Emergency Cover. These will facilitate performance monitoring for the service as a whole, by division and by depot, thereby providing relevant. management information and useful feedback to all officers ambulancemen.
