crews of the routine tier worked on a 8.30 or 9 am to 6 pm day shift, there would be problems in organising a rota with the required number of men on duty for the emergency tier, since the Day-Day-Night-Off-Off shift cycle provides twice the number of crews on the day shift than it does on the night shift. As Table 2 shows, the recommended manning for emergency crews does not provide these proportions, while the total number of three man crews, including those on routine work, comes close to the 2 to 1 ratio.

Although there are alternative ways of providing required number of crews available on each shift it. is recommended that initially 68 and 136 three man crews are provided on night and day shifts respectively by the 5-day rotating shift system, and 31 two man day crews be supplied weekday day shifts. This will result in eight more than essential number of three man crews between 9 am and 6 pm (rather than two man crews) and 28 more crews from 6 pm to 8.30 pm than the number strictly required for the given service level targets. However, it still constitutes an efficient system of cover. will require that 28 of the three man crews are controlled by the routine control each day although working on the rotating shift system.

This system will also provide the equivalent of 28 three man crews for routine work on Saturdays and Sundays. This is more than adequate for Sundays, but may soon become insufficient for Saturdays as routine work expands. This should be monitored and additional two-man Saturday crews may need to be worked into the shift system at some future time.
