conveyors are included in the definition of "escalator".
In this explanatory memorandum "registered engineers" means
registered lift engineers and registered escalator engineers.
2. Clause 2 amends the long title of the principal
Ordinance because additional provision is made for the
design and construction of lifts and escalators.
3. Clause 3 amends existing definitions in section 2
of the Ordinance and adds new definitions.
4. Clause 4 amends section 3 of the Ordinance to
exclude certain specified lifts and escalators from
application of the Ordinance.
5. The amendments in clause 6 specify the
qualifications for inclusion in the register of lift
engineers or the register of escalator engineers, and the
amendments in clause 7 provide for the procedure on
application for registration.
6. The amendments in clause 9 provide for the
appointment and composition of a disciplinary board for
registered engineers. Some of the members of a
disciplinary board are to be appointed from the panel
appointed under the new section 8A in clause 10.
7. The amendments in clause 11 relate to the
disciplinary proceedings of a disciplinary board and the
new section 10 in clause 12 provides for the powers of the
board.
8. The new section 11A in clause 13 provides for the
duties of registered engineers.
