Arrangements for the issue of new identity cards

The issue of new forms of identity cards will involve arrangements similar to those adopted in the last re-issue
re-issue exercise which has been completed early this year. Identity card holders will be asked to come forward in specified groups by age and sex to have their cards replaced and existing cards will be declared invalid progressively. Adequate publicity will be
be arranged. The eight identity card re-issue centres will remain open outside normal office hours to provide a convenient service to the public. The whole replacement programme is expected to be completed in four-and-a-half years.

As applicants for BN(0) passports and C of Is from 1 July 1987 who are not holding a permanent identity card will need one in order
in order to support the right of abode endorsement in their documents, the Immigration Department will make special arrangements to issue them with permanent identity cards at the time when the travel documents are issued. The aim is to minimize inconvenience to the public.
Further legislative amendments

The present legislative proposals are arrangements of a transitional nature to meet the immediate objective of including a right of abode endorsement in BN(0) passports and C of Is.
On
1 July 1997 people will acquire the right of abode in the Hong Kong Special Administrative Region in accordance with the relevant provisions in Section XIV of Annex I to the Joint Declaration, a copy of the relevant extract is at Annex. To ensure a smooth transition, introduced
further legislative changes will be prior to 1 July 1997 to bring the provisions regarding the right of abode in Hong Kong completely into line with those set out in the Declaration.
