million in recurrent and non-recurrent expenditure over the period 1987 to 1992. Apart from utilising the available staffing resources of the identity card re-issue exercise which has just been completed, extra staff will be required to determine a person's eligibility for a permanent identity card, to handle overseas applications and anticipated appeals. The financial implications of the new identity card issue scheme were accepted by the Finance Committee of Legislative Council on 18 June 1986.

The establishment of a Registration of Persons Tribunal would entail additional public expenditure on the payment of honoraria to adjudicators. It is intended that the rates payable would be the same as those paid to the adjudicators of the Immigration Tribunal, namely $650 per day or $350 per half day to the Chief Adjudicator and $450 per day or $250 per half day to the Deputy Chief Adjudicator and adjudicators. In 1986-87 some $150,000 in honoraria were paid to the adjudicators of the Immigration Tribunal. While it is not possible, at this stage, to give a reliable estimate of the honoraria that would be payable to the adjudicators of the proposed tribunal as it is not known how many appeal cases there will be, the additional expenditure is unlikely to be significant since it is expected that the proposed tribunal would have fewer cases to deal with than the Immigration Tribunal.

Legislative timetable

The legislation contained in this brief has to be enacted at least two weeks before 1 July 1987 to allow sufficient time for the first phase of the identity card re-issue scheme to be publicised. The proposed legislative timetable is as follows
