revising the definition of "head of a family" which will cease to be appropriate because some identity card applicants will not be "living in Hong Kong" and some other applicants will not be the required "11 years or over" and
consequently
deleting the
definition of "family" which, in any case, is not used in the Ordinance.
Clause 4 amends section 2 regarding the appointment of public officers for the purposes of the Ordinance.

with the new definitions in paragraph 23(c), this provides an improved approach to deal with the question of who is officially authorised to discharge official functions under this Ordinance. It is proposed that "Commissioner" will only be referred to in the amended legislation when the
powers or functions contained in that particular provision are to be exercised or discharged by the Commissioner himself or by any public officer appointed by him to be the Deputy Commissioner or assistant commissioners of registration. Elsewhere, the term "registration be used and the functions will be performed by Immigration Service staff or other public officers of appropriate ranks as

Clause 5 introduces new sections for a number of purposes

to state the obligation for every person in Hong Kong (except those who are exempted or excluded by regulations made by the Governor in Council) to be registered under
Ordinance, including those who are already holding permanent
identity cards issued overseas;

to provide for the issue of permanent identity cards to persons who have the right of abode in Hong Kong in conjunction with their applications for a BN(0) passport or a C of I despite the fact that they have already
already been registered under this Ordinance (these are persons who have to obtain permanent identity cards ahead of their scheduled turn);
to introduce a general provision to specify the responsibilities of the "head of a family" in any case where the person who is required to meet provisions of this Ordinance is under the age of 18;
