March 1987, after considering memorandum XCS (87)2, Members advised and the Acting Governor ordered that the Immigration (Amendment) (No.2) Bill 1987 and Registration ΟΙ Persons (Amendment) Bill 1987 should be introduced into the Legislative Council (as advised by Members, the period allowed for all classes of appeal has been extended to 90 days) Members further advised that in view of the technicalities involved, adequate publicity should be mounted by the Administration to explain the purpose and effects of the proposed legislation.

This memorandum submits for Members' information a package of publicity materials. In view of the tight time schedule, reproduction of the materials is in progress to that they will be available at the time when the proposals are released.
