The Council considered memorandum XCC(87)52.

The Council ADVISED and the Acting Governor ORDERED :

(a) subject to the omission of

the proposed condition at

sub paragraph (i) and to the

OMELCO Security Panel being

consulted on them, that the

revised proposals as listed

in paragraph 13 of the

memorandum

adopted; and

should

be

(b) that the publicity should

demonstrate that there are

large numbers of local

people who are ready to work

as

part-time

helpers.
