RESUMPTION OF LAND FOR AN OPEN SPACE DEVELOPMENT AT SAI WOO LANE AND TSZ MI ALLEY, SAI YING PUN

Introduction
The purpose of this memorandum is to seek Members' advice on the proposed resumption of private land at Sai Ying Pun for an Urban Council Open Space Develpment.
Background

The land is within an area zoned "Government, Institution and Community" on the Sai Ying Pun and Sheung Wan Outline Zoning Plan No. S/H3/2 and which is identified by heavy broken lines on the plan annexed. It has been included in the Urban Council's Capital Works Programme and is to be developed to provide a rest garden, two children's playgrounds and a mini soccer pitch.

The Project, which has the support of Central & Western District Board, is scheduled to commence in March 1988 and upon completion in 1989 will provide much needed recreational facilities in the area.

The site, formerly reserved for a primary school, has been released by the Director of Education as it is too small.

A total of 15 properties are affected, comprising 9 private lots and 6 buildings
and 6 buildings in Crown ownership which managed by the Director of Buildings
Buildings and Lands. Two small areas of open space currently managed by the Central and Western District Board as playgrounds lie within the area and these will be incorporated into the redevelopment.

The sections of Sai Woo Lane and Tsz Mi Alley lying within the project site will have to be closed permanently. Both Sai Woo Lane and Tsz Mi Alley are impassable to vehicular traffic with steps at one end and obstructions in the form of
