MEMORANDUM FOR EXECUTIVE COUNCIL
Buildings Ordinance (Chapter 123)
BUILDING (ADMINISTRATION) (AMENDMENT) REGULATIONS 1987
Introduction
The purpose of this memorandum is to seek Members' approval to amend the Building (Administration) Regulations to update and revise the provisions concerning experience, qualifications and admission procedures for inclusion in the authorised persons' and structural engineers' register.

The background, main objectives and proposed amendments are as follows :-
(a) Membership of Hong Kong Institute of
Architects
Corporate membership of the Hong Kong
Institute of Architects. (HKIA) is now an acceptable qualification for List I of the authorised persons' register. Since there is reciprocal recognition between the HKIA and the Royal Institute of British Architects (RIBA), it is proposed in regulation 3(1) that reference be made to the HKIA instead of the RIBA.
Recognition by the Building Authority
(b)
Recognition
of
other
academic
or
professional qualifications is currently made by the Registration Committee alone. This should be a decision made by the Building Authority.
It is therefore proposed in regulations 3(1), 3(2) and 3(4) that recognition should be made by the Building Authority on the recommendation of the Registration Committee.
