The Council ADVISED and the Acting Governor ORDERED :

(a) that the Report on Public

Opinion should

not

be

published for the time being;

(b) that copies of submissions

with an oral explanation

emphasising

the

limited

response should be given to

OMELCO in advance

of the

debate in the

Legislative

Council;

(c) that the views expressed

the

Legislative

debate should be included in

the Report of Public Opinion

which

should

then

be

considered for

publication;
