the connection charges proposed in paragraph 13 should be effective in respect of connections made and other services rendered on or after 1 April 1987; and

(d) under section 37 of the Waterworks Ordinance (Chapter 102), the Waterworks (Amendment) Regulations 1987 at Annex D should be made.
