REVIEW OF THE LONG TERM HOUSING STRATEGY

Introduction

The purpose of this paper is to summarise the main findings of the Long Term Housing Strategy Review and to seek Members' advice on public consultation.

Background

The current public housing production programme was laid down in 1980 when after considering memorandum XCC (80) 115, XCC(80)115, Members advised and the Governor ordered, inter alia, that:

(a) the public housing rental programme be sustained at a minimum of 30,000 flats per

the Government Home Ownership Scheme (HOS) be sustained at 5,000 flats per annum; and

the Private Sector Participation Scheme (PSPS) be expanded and sustained as a part of the housing programme and that production in this sector be raised to 5,000 flats per annum from 1984/85 onwards.

For planning purposes, a study of the long housing supply and demand is conducted annually. The 1986 study revealed that if the current production programme (termed the Existing Strategy in the review report)

report) continues, the demand for private sector flats after 1990 is likely to be less than the capacity of private sector production which is currently estimated to average around 30,000 new flats per annum. At the same time, there is likely to be an increasing but largely unsatisfied demand for HOS/PSPS, with about 100,000 families having to continue to live in rental accommodation in the private or public sector. Also, after 1996, the demand for new public rental housing may not necessitate the continued production of 30,000 units per annum.
