Publicity highlighting the heavy deficits currently borne by the ratepayer and the long and intimate involvement of the new operator(s) in the local meat trades
trades should help to justify the cogency of the proposals. On the 1997 angle, publicity should emphasise that the essential public function of inspection and certification of the meat is not being privatised, but only the actual butchering and that the privatisation of this latter function is merely an extension to the urban areas of a scheme already tried and proved successful in the Regional Council area. A suitable press release will be issued after the privatisation package has been approved by the Urban Council and the staff concerned has been informed.

Detailed contingency plans will be drawn up to ensure that, in the unlikely event of industrial action, a reasonable source of meat supply will be maintained. Details of such emergency planning are already under consideration.

which detailed discussions on privatisation should be conducted between the Hong and the Urban Services Department and between the Urban Council and Central
Government;
the series of Private Treaty Grants (paragraph 11(b)), subject to full details of the grants and conditions
being
submitted
