PONICS

PONICS is the acronym for Police Operational Nominal Index Computer System. Run by the Criminal Records Bureau (CRB) of the Royal Hong Kong Police Force, the system is used to provide online realtime access to a central nominal index database containing information of persons with criminal conviction records, of Police interest (missing or wanted), and of other intelligence interest. The number of records is about 400,000, including non-residents convicted in Hong Kong and convicted former residents.

CRB is responsible for the maintenance of criminal conviction records and missing/wanted records. These records are accessible via computer terminals by the following users -

Regional/District Command and Control Centres

CIB and NB maintain their own records which are not accessible by the other units. They also add tags onto selected records in the main database so that they will receive notifications via computer terminals when such records are accessed.

Payments Control Systems

The Social Welfare Payments Control System is used to arrange payments under the various social security assistance schemes, to maintain a central index system to guard against duplicate claims and to provide statistical management information for the planning and development of social security services.

The system operates in batch mode for central index and payment records updating and reporting, and in online mode for central index records enquiry. Beneficiaries' payments are made either by issuing case order books or by crediting beneficiaries' bank accounts with their consent.
