The majority of members who favoured the no
change option considered that any constitutional change,
such as the introduction of a Commissioner for Administration,
should await the 1987 Review on Representative Government.
Once the outcome of this was known, it was felt it would
be clearer what place, if any, a Commissioner for
Administration would have in the constitutional structure
of Hong Kong. A few members, however, considered the
existing systems for the redress of grievances entirely
adequate.

were recorded in 19 newspapers and periodicals. 11
newspapers and periodicals in their editorials advocated
the introduction of a Commissioner for Administration,
five preferred the strengthening of existing system
and three no change at present.
One newspaper had
advocated the introduction of a Commissioner for
Administration in August 1986 but by November 1986,
changed its stance to preferring no change at present.
