Protection of Personal Data in Computer Systems

The purpose of this memorandum is to brief you on

the subject of the protection of personal data recorded in computer systems and to draw your attention to a number of basic data protection principles which should be observed, whenever possible and where appropriate, in your current and future computer applications.

Background

A Working Group on Data Protection and Privacy was set up in mid 1983 tc examine the issue of the protection of personal data stored in computers and to study whether legislation would be required in Hong Kong to protect such personal data. The work of the Working Group is proceeding in three stages.

(i)

first, an examination of the position

in Government departments;

(ii) secondly, an examination of the position

in the private sector; and

(iii) thirdly, an examination of the need for

legislation covering both Government departments and the private sector.
