The purpose of this memorandum is to seek Members advice on the amendment of the plans and scheme already considered for the construction of the New Territories Circular Road Improvements project, Au Tau to Fan Kam Road, and authorization of the works and the use in accordance with amended plans and scheme, to enable the construction
