Sir, it is unfortunate that this bill gazetted at

such a late stage on 27 November 1987, and the Legislative

Council is only given 12 days to scrutinise the bill and decide on whether it should be supported, amended or rejected. Two members of the Ad hoc Group/had already criticized the Administration for the delay and suffice it to

say that in so far as their remarks described the pressure

created on the Legislative Council and the possible injustice

occurred (austa.. it may have caused to the public, because of a lack of time
