MR. YEUNG : Sir, what are the training needs identified

in the study and do these needs reveal to a certain extent

the fact that there is much room for improvement in

respect of response and attitude displayed by officers

attending district board meetings?

SECRETARY FOR DISTRICT ADMINISTRATION : Six, the study

shows that certainly more can be done to strengthen the

skills of government officers in responding

positively to public aspirations in general and requests

advice of district boards in particular. The training

programme which is envisaged includes briefing on the

operation of district administration for officers on the

Senior Staff Course, talks on district administration in

the general management courses for Administrative Officers

and Executive Officers, and workshops for district

management committee members to share experience in how to

work with district boards more effectively.
