Town Planning (Amendment) Bill 1987
I rise to move the second reading of the Town
Planning (Amendment) Bill 1987.

In the Policy Debate on 11 November I said that
it has become clear that the present Town Planning
Ordinance is no longer an adequate instrument for existing
conditions in Hong Kong, both in respect of its procedures and also its scope, and that the Administration will
undertake a complete review of the Ordinance. It is likely that new legislation resulting from this review
will take at least two years to materialise.
B.
Meanwhile it is proposed to amend the Town
Planning Ordinance to put beyond doubt the authority of the Town Planning Board to control development within areas zoned for comprehensive development and to regulate
uses and building works in those areas; and to confirm the
validity of all previous areas zoned for comprehensive
development. This is necessary because doubts have recently been expressed as to the validity of the zoning
of Other Uses (Comprehensive Redevelopment Area), and of
the power of the Town Planning Board to require the
submission of a Master Layout plan and to approve such
plans.
