We intend to bring legislation before this
Council next year to provide for the establishment of the
Board of Governors. In the meantime the new financial
and administrative arrangements required by the changed status of RTHK are being examined and developed.

(ii) Broadcasting Authority
This Council enacted the Broadcasting Authority Ordinance in July. Under its provisions, a Broadcasting Authority, with responsibility for wireless television, was established on 1 September. The Authority consists
