handicapped. Over the next five years, we plan to

increase and improve the facilities for child assessment

and for the education and training of disabled and

mentally handicapped children. More will also be done to

provide additional residential places and vocational

rehabilitation programmes for the mentally handicapped

and the disabled. I am pleased to announce that, with

the approval of Her Majesty The Queen, we propose to set

up a Queen Elizabeth Foundation for the Mentally Handicapped. This will be funded jointly from the proceeds of the sale of Royal Visit Gold Coins, from

general revenue and from
