As far as the airport is concerned, there are two

present facilities. This consultancy should be completed

by the third quarter of next year. The second study is the

Port and Airport Development Strategy Study, which will not

be completed before 1989. It is the latter study that will

examine the feasibility of establishing a combined port and

airport facility with shared infrastructure, transport

networks and urban development.

But initial decisions on

the construction of a replacement airport could be taken

towards the end of 1988 because by that time, we will have

a better knowledge about Kai Tak and the maximum length of

time during which it will continue to serve our needs

adequately.

Mr. WONG Po-yan, Mr. Hilton Cheong-Leen, Mr. Allen

Lee, Mr. CHENG Hon-kwan, Mr. Helmut Sohmen and Mr. Edward Ho

have urged the necessity for an early decision, and I share

their views. But a project of this magnitude must be

approached in an orderly manner if it is to serve the

economic interests of the community.
