Members will recall that last year in response to/comments by

SC Mr. S. L. Chen, I drew their attention to the long sentences handed down

by the Courts for serious crimes such as rape and robbery. I also

reminded Members that as Attorney General I have power to seek a review

of any sentence which I consider to be wrong in principle or to be

manifestly inadequate. A high proportion of those reviewed have

resulted in substantial increases in sentence by the Court of Appeal.

But/of course the ultimate responsibility for sentencing rests with the

Judiciary. In view of Members' continuing concern on the level of

undertake to

sentences, I will draw the Chief Justice's attention to what have been

said in this debate.
