The availability of the Genetic Counselling

profession and the public. These efforts will continue.

Dr. Henrietta Ip devoted a considerable part of
her speech to the question of the need for some form of
control over the practice of Chinese traditional medicine
in Hong Kong. This is a difficult question, largely
because of the problems involved in defining exactly what
is meant by Chinese traditional medicine. I agree with
Dr. Ip that the Government has a duty to protect the
health of the people, but I believe that most of the
problems which have arisen in this area are in fact
related to the illegal practice of western medicine by
unqualified persons, such as the use of steroids, rather
than the practice of traditional Chinese medicine in its
true sense. This aspect is adequately covered by existing
legislation, the Medical Registration Ordinance, the
Medical Clinics Ordinance, the Pharmacy and Poisons
Ordinance, the Antibiotics Ordinance and the Dangerous
Drugs Ordinance, and the relevant penalties have recently
been raised to improve the deterrent effect.
