But in the final analysis, choices are not unlimited

because resources are limited. There will, therefore, be

occasions when we cannot do all that we might like to do within the time desired. The Green Paper will, I hope, be a step in the right direction, and will provide a basis on which we can seek public understanding, acceptance and cooperation in developing the best transport policy and infrastructure for

Hong Kong over the coming years.
