bogus private billiards clubs could be controlled
prevented from operating as commercial public billiard saloons?

Secretary for Security : Yes, Sir, once these clubs are
licensed, that will give the police access to them which is
the most important factor. It will also give the Fire Services
staff access to them, making sure that their fire precautionesures
are adequate.
It will also give the Urban Services Department
access from the health point of view. But the most important
one, as far as we are concerned, is that it gives the police
access and it will give them a much better opportunity to
maintain law and order in these places.
