SECRETARY FOR HEALTH AND WELFARE: Sir, last year there was
extensive consultation on the proposals which are now included
in the draft Bill with the various professional bodies that are
interested in this area, such
such as the universities, the medical
associations, the psychiatric and psychological associations
and the Hong Kong Council of Social Service, and we have made a
number of changes to the draft Bill as a result of this
