are now largely finished. The Eastern Harbour Crossing, when completed in late 1989, will, however, contain a much needed additional MTR harbour crossing which will link the Island Line with the Kwun Tong line. The KCR Corporation is also developing a new Light Rail Transit System in the new towns of Tuen Mun and Yuen Long, the first phase of which should open in August 1988.

In 1987,

a new, much expanded terminal building was opened at the KCR border station at Lo Wu. A further extension is now being planned to cope

with the anticipated future growth in traffic.

DAYA BAY NUCLEAR POWER STATION

63. The construction of the nuclear power plant at Daya Bay, in the Guangdong Province of the People's Republic of China, some 50 kilometres from the territory, has continued to be a source of public concern in Hong Kong. While certain groups in Hong Kong have continued to advocate that work on the plant should be discontinued, the majority of the population now accept that the power station will be built. They are however, concerned that its construction and subsequent operation should be in accordance with the highest standards and that in no circumstances should safety considerations be compromised. The project again became the focus of public attention in October 1987 following the discovery that work on the foundation of the first reactor unit had, in one respect, not been in accordance with the design specifications. Though appropriate measures were developed to remedy the problem, the fact that it had occurred caused many to question the effectiveness of the quality control arrangements operating at the power station site. Guangdong Nuclear Power Joint Venture Company has since taken steps to strengthen its quality control procedures to avoid similar occurrences in the future. Before the commissioning of the first phase of the station, scheduled for 1992, the Hong Kong Government plan to have in place an appropriate contingency plan to deal with the remote possibility of an incident occurring at Daya Bay resulting in risks to Hong Kong. The Hong Kong Government have retained the United Kingdom Atomic Energy Authority to provide expert guidance on this matter.
