To seek Ministers' approval of the attached draft report to

Parliament on Hong Kong.

I recommend that Ministers agree to the publication of the

report as a White Paper.

Background and Argument

3.

In 1984, in response to requests in Parliament, Ministers announced that the Government would produce an annual report on Hong

Kong and lay it before Parliament. This is the third such report.

4. The Report is in a similar format and of a similar length to

last year's (copy attached). Ministers will wish to look with

particular care at paragraphs 3-14, which describe progress in

implementation of the Joint Declaration, and paragraphs 15-21, a

factual and low-key passage on the review of developments in

representative government.

5. To ensure that the report includes figures for the entire

calendar year, certain figures on Vietnamese refugees and illegal immigration have still to be inserted. The passage on renegotiation
