Background and Argument

In 1984, in response to requests in

Ministers announced that the Government would produce an
report on Hong Kong and lay it before Parliament. This is the second such report. As agreed by Ministers,
it will cover the period from 1 November 1985 to the end
of 1986. Subsequent reports will each cover a calendar
