HONG KONG: ANNUAL REPORT TO PARLIAMENT
1. The Secretary of State approved my submission of 15 January recommending that the annnual report to Parliament on Hong Kong be published as a White Paper. The draft is now with the printers. We expect to be able to publish it on 20 February. As that is a Friday on which the Lords will not be sitting, the view of PRU and NTD is that the report should be presented to both Houses on 19 February. I understand that it is quite common for White Papers to be published the day after presentation to Parliament.
2. I recommend that we announce the presentation and publication of the report in an inspired PQ on 18 February. This follows the procedure that we adopted when the first annual report on Hong Kong was published. I submit a draft question and answer.
