activities of triad societies. Steps continue to be

taken to implement those measures proposed in the

Hong Kong Government's discussion document 'Options

for Changes in the Law and in the Administration of

the Law to counter the Triad Problem' which received

widespread public support. Better protection is now

being provided for witnesses in triad trials,

particularly through the use of one-way viewers for

identification parades. Stricter penalties have been

introduced for those found guilty of belonging to

illegal societies. Legislation is being drawn up to

tighten the laws governing illegal gambling,

abuse

and

the

nuisances

associated

drug

with

prostitution. A scheme is being worked out to make

it possible to renounce triad membership. And a

computerised criminal information system is being

introduced to improve the ability of the Police to

combat triad activities and other serious crimes.

Particular attention is being paid to the rising

proportion of crimes being committed by young

offenders. Steps being taken include the improvement

and refining of sentencing policy for young offenders

to improve their chances of rehabilitation and the

closer involvement of schools in tackling the problem
