established to collect the views of the
office was
public, whether from organised groups or individuals,
on the issues raised in the Green Paper, and two
independent Monitors were appointed by the Governor
to oversee the work of the Office. The public were
given four months, until 30 September 1987, to
respond.

The interest shown by all sections of the
public in the Green Paper, and
Paper, and the level
level of
of their
response to it in comments to the Survey Office, were
gratifying. During the four month period of
consultation over 130,000 submissions were made to
the Survey office, far more than in any previous
consultation exercise. There was a lively public
debate on the issues raised which naturally reflected
different points of view on the future direction
which representative government in the territory
should follow. There was also a vigorous debate in
the Legislative Council in July at which all members
present in Hong Kong, with the exception of
officials, spoke. Although other issues were touched
on, the focus of the debate, both in the public forum
and in the Legislative Council, was on whether there
should be direct elections for
