The CPG shall authorise the HKSAR to issue, in accordance with the provisions of the law, passports of the HKSAR of the PRC to all Chinese nationals who hold

permanent identity cards of the HKSAR, and travel documents of the HKSAR of the PRC to all other persons lawfully residing in the HKSAR. The above passports and documents shall be

valid for all states and regions and shall record the holder's right to return to the HKSAR.

The HKSAR Government may apply immigration controls on entry, stay in and departure from the HKSAR by persons from foreign states and regions.

The CPG shall assist or authorise the HKSAR Government to conclude visa abolition agreements with states or regions.
