Definition and characteristics of social welfare
The definition of social welfare as adopted by the Hong Kong Government is essentially the same as that given, in the white paper "Social Welfare into the 1980's" published in 1979: "Used in its broadest sense, it [the term 'social welfare'] can embrace all efforts aimed at improving health, education, employment, housing, recreational, and cultural services for the community at large. However, in a narrow sense, (it is) the range of services provided by the Social Welfare Department and the voluntary welfare
sector.

`social security'. and direct social welfare services' for specific groups who cannot manage without them."

The social welfare system of Hong Kong is characterised by the prominent role played by the government which provides most of the funds, carries out consultation on Bocial welfare policies, formulates and implements social welfare policies, and jointly with voluntary agencies determines criteria of services and professional standands and provides various welfare services.
