Principles for dealing with the relationship between the Hong Kong and the various provinces/regions
Concensus
1) The binding force of the Basic Law on the HKSAR and the
various provinces/regions:
The Basic Law will be the constitutional law of Hong Kong after 1997. As a law promulgated by the National People's Congress, the Basic Law wil be applicable to the HKSAR and will be valid thoughout the whole country. Mainland people coming into Hong Kong must also abide by the Basic Law.
2) Entry/exist of mainland people into/from the HKSAR:

The immigration control of Hong Kong and the various provinces/regions will be based on the present practice. regards the specific quota and procedures involved, they should be decided through consultations between the HKSAR Government and the Central Government according to the situation.

The HKSAR shall be directly under the authority of the Central People's Government, and its status should not be lower than that of the municipalities directly under the Central Government or the provinces. Therefore, the HKSAR should have equal status as other mainland provinces and regions.
