After seeing the Governor's telegram no 4952

I spoke to the Secretary of State at Chevening. Since there is no reference in Lee's letter to the Prime Minister to a further visit to London, and we now hear that it is far from certain that he will come, the Foreign Secretary thinks that it would be best not to mention the prospect of a visit to London at all in Lord Glenarthur's letter. We can then deal with the question of who sees him when the issue resurfaces. The department will need to inform the Governor of how we are proceeding. They may indicate that the Secretary of State would be very glad to see any Legislative Councillors of the opposite persuasion who come to London.
