MINISTER (AF)'S VISIT TO HONG KONG
1. Enclosed are two background briefs on Hong Kong. The first is confidential and covers the main current issues. The second is a more general background brief.
2. If the Minister holds a press conference, as is suggested in your telegram of 111200Z December to British Embassy Kathmandu, he may well be questioned about the review of representative government or some of the other current issues on Hong Kong. I have suggested a line to take on each of the areas in the first attached brief, but also suggest that these only be used to the extent necessary, and prefaced by a general remark that these are complicated issues which are not a part of the Minister's responsibilities.
