I attach a note of the meeting between Martin Lee's delegation and the British Hong Kong Parliamentary Group. You may already have seen this. The Secretary of State has read Martin Lee's letter to the Prime Minister. He is quite impressed with the way in which Martin Lee deploys his case, though he recognises that there may be some flaws in his premises. He would like you to work on a comprehensive refutation of the case, which would be useful material for a number of purposes, including the Parliamentary debate.
