Lord Glenarthur endorses the recommendation in Mr Paul's submission of 22 December (below). He has commented that some of the drafting of the material is wooden and needs further work to improve its presentation; but the Hong Kong Government have work in hand on this, and in general the material seems to be on the right lines.
