VISIT OF MR MARTIN LEE TO LONDON: LETTER TO THE PRIME MINISTER
Problem
A 1.
To reply to Mr Martin Lee's letter of 8 December to the Prime Minister about the Joint Declaration and direct elections in Hong Kong; and to respond to his request (made at the end of his meeting with Lord Glenarthur on 8 December) that by the Prime Minister and
the Secretary of State should receive him if he returned with a similar delegation in January.

Recommendation
2.
The question of how Mr Lee might be received is still under
discussion between No 10 and Private Office. I therefore recommend
that on a contingency basis Lord Glenarthur signs two letters on the lines of the attached drafts, one or other of which might issue, depending on what is decided. They differ only in respect of the final paragraph. The text has been cleared with the Governor of Hong Kong, who is strongly of the view that any delegation led by Mr Lee returning to London in January should be received by
Lord Glenarthur on the same basis as before.

No 10 have reservations about the recommendation in Mr Hum's
submission of 18 December, that Lord Glenarthur should reply to the
