3. We must submit these passages formally to Ministers on 22 or 23 December if our timetable is to be maintained. This will permit the

Secretary of State to minute the Prime Minister and OD (K) in the week beginning 29 December, with a view to receiving clearance before the Prime Minister and the Secretary of State set off on their own respective journeys. The two chapters in question will then be passed to the Chinese in the form of a self-contained paper.

4. The remaining chapters of the White Paper deal with less sensititive issues and will not be shown to the Chinese until an advance copy of the White Paper is given to them a week or so before publication in February. They are therefore being handled by the Hong Kong Government, and will be submitted to Ministers here, in

slower time.
