deliberations on the Report in relation to the issue of whether
direct elections should be introduced in 1988.

Council to take note of the following matters

In analysing the results contained in the Report, it
must also consider carefully the many useful views
expressed by the public on the two surveys conducted
by A GB McNair, including the experts in the field as
well as statisticians.
Executive
Before coming to its decisions, the
Council will be well-advised to announce to the
public the yardsticks it will adopt in assessing the
Report.
It must fully explain to the public the reasons for
its decision, particularly in relation to the most
vital issue of whether direct elections should be
introduced in 1988. For not only must justice be
done; but it must be manifestly seen to be done.
