You asked for advice on the attached facsimile letter

addressed to the Secretary of State. The letter urged that either

the Prime Minister or the Secretary of State should receive the

whole of Mr Lee's delegation during its visit to London from 7 to 10 December. It was signed by a number of Urban Councillors, District

Board members and pastors and priests of churches in Hong Kong.

This question was considered earlier in Mr Paul's submission

of 20 November to you and in my submission of 26 November to PS/Lord Glenarthur. Ministers decided that it would be appropriate

for Lord Glenarthur to receive only the three Legislative Councillor

members of the delegation.

In the event Mr Lee declined to participate in the meeting

with Lord Glenarthur scheduled for 8 December, because Lord

Glenarthur would not agree to receive the entire delegation.

that meeting Mr Lee asked again that the Prime Minister and the Secretary of State should agree at a later date, during January, to

receive the delegation in London. Mr Lee also handed to Lord

Glenarthur a letter for the Prime Minister. I shall submit advice

on this in due course once our consultation with Hong Kong is completed: I agreed with Mr Culshaw that action could best be taken

in slow time.

In all the circumstances, I conclude that no action is

required on the present letter supporting Mr Lee.
